    Here is a
    nice used older pair of Blackhawk USA PT-1057 side cutter or diagonal pliers.
    They are 7" long and cut good.  They may have been hand filed to sharpen the jaws at one time.  Jaws close fully and you can only see light coming through at the very bottom.  They cut well as last photo shows with a piece of 12 gauge wire.  There are no engravings on them.  U.S.A. made.
